Based on the data on the table, management strategically directs the company's financial power to repair these weak points. No corrective action can truly come to life unless the required budget is approved.

We can think of this situation like a gardener watering a massive field. The gardener knows that the water tank (the company budget) is limited. They analyze which trees (departments) in the field are drying up and which ones have received enough water. They redirect the water only to the branches that need it the most and have the highest potential to bear fruit.

Company targets cannot remain static while the world changes. Competitors launching new technology, economic crises, or changing legal obligations can instantly render a company's strategy obsolete. By evaluating these external factors (changes in context), management revises quality, safety, or production targets upward or downward. The system completely restructures itself from top to bottom according to the new route.
